Every H-2A certification requires first advertising the job domestically. In fiscal 2025, just 182 of more than 415,000 advertised positions received a domestic applicant — the starkest available measure of domestic disinterest in seasonal farm work at current terms.

Labor economists note real farm wages rose more than 20% over the past decade and the average H-2A wage climbed from about $11 (2011) to over $18 (2025) — the classic signature of a market adjusting to scarce labor — while researchers document H-2A wage and housing violations that rapid program expansion can compound without stronger oversight.
